In addition he passed a package of ethics reforms in 2007 requiring both the Assessor and Board of Review to post all appeal decisions online, including owner name, attorney name, property address, and reasoning for the decision. Inspector General Commissioner Mike Quigley sponsored and passed legislation that provided the Countys Inspector General wider authority, greater independence, and increased resources. County Vehicles Mike sponsored many of the accountability measures contained in the Countys current Vehicle Policy Ordinance, which regulates County departments purchase and operation of vehicles. His innovations included a hotline for members of the public to call to report incidents involving County vehicles, decals on the sides and rear of vehicles which identify them as the property of Cook County and include the hotline number, a system to create and maintain an accurate inventory of County vehicles at all times, rules for assigning vehicles to individual employees, and procedures regulating overnight use of vehicles.
